Starting Items
Start with Healing Rod.
As Minerva, I always rush my Mystic Dagger, which is built out of 3 Power Shards, after that I build either Warp Boots (OP while bugged) or Spring Boots (So Stronk), and then I build Grimoire, you can also consider Crystalline Shiv or Dragon Shield.
Reasoning Behind : Your Q's Cooldown (Almost non-existent) and 's cooldown (non-existent)
Core Items/Late Game
My late game build is normally Mystic Dagger, (Warp Boots or Sping Boots), Grimoire, Power Conduit, Dragon Shield, Inferno Brand, Misc Maybe (Wizard's Hourglass or Soulstealer)
Early Game
REMINDER: DO NOT TRY THIS BUILD VS. TANKY HEROES (Bastion, Bo and Minerva), IT WONT WORK
Optimal Against: Caprice, Vermillion, Rook, Moxie, etc.
Your goal during the early game is to get your Mystic Dagger, once you get it, go ham on that squishy carry, take tower as quick as possible (which is pretty quick considering your Q gives so much attack speed)
Mid Game
If you're stomping your lane consider heading mid and stomping their mid, or continue pushing. In a stomp I'd suggest Warp Boots over Spring Boots just so that you can spread the love. Make sure to focus the most fed squishy on the other team during team fights
Late Game
Jump on the squishies, maneuver yourself through their team, and push dem towers.
